In July, 2005 the JSC "Ural Power Engineering Construction Company " and the JSC "SevZapEnergoSetStroi" commenced construction and erection of fiber optic communication line (FOCL) between Chelyabinsk and Khabarovsk.

The purpose of the installation is to provide reliable high-quality communication and dispatcher control of the power installations between the cities from Urals to the Far East of Russia, which is only possible with the help of fiber optic technologies of data transmission. It is the longest installation of the kind in the world.

Because there is a unified energy system in Russia (UES of Russia) FOCL cable is mounted on the existing towers of OHTLs 500 kV, 220 kV and 110 kV. Old earthwire is dismantled first, then a new one with built-in optical fiber (OPGW) is erected. It is erected using "under tension" method with the help of pullers and tensioners by Italian company Tesmec. But the optical earthwire cannot be erected to the towers of energized line. It is necessary to co-ordinate erection works so as to de-energize the lines for the shortest possible period, and erect OPGW as soon as possible.

In 2005 a section of FOCL was erected between Chelyabinsk and Omsk. It goes through Chelyabinsk, Kurgan, Tyumen and Omsk regions. Section length - 791.746 km.

In 2006 it is planned to erect 1092.61 km of FOCL through Altaisky Krai (region), Kemerovskaya, Novosibirskaya oblasts (regions) and Republic of Khakasiya.
